Pack a dry change, not just another layer

Plan somewhere for the dry clothes before leaving home. A separate bag makes it easier to keep the hoodie away from wet swimwear, towels and loose sand. Pack a dry T-shirt or other comfortable base layer too, so you have a choice when changing after the water.
